BHEL and SAIL Under Review for Possible Downgrade from Maharatna Status

The Central Government has issued a one-year notice to Bharat Heavy Electricals Ltd (BHEL) and Steel Authority of India Ltd (SAIL) to improve their financial performance, failing which they may be downgraded from Maharatna to Navratna status. An official assessment found that both companies did not meet the requirement of an average annual Profit After Tax (PAT) above ₹5,000 crore over the last three years, a key eligibility criterion for Maharatna status. The review is part of a broader evaluation of Central Public Sector Enterprises (CPSEs) led by a committee headed by Cabinet Secretary T. V. Somanathan, which recommended stricter financial parameters and governance reforms, including the possibility of revoking “Ratna” status. Under existing norms, Maharatna companies can invest up to ₹5,000 crore without government approval, while Navratna companies have a limit of ₹1,000 crore. The Department of Public Enterprises (DPE) has been asked to revise eligibility criteria, originally set in 2010, by updating them to 2025 price levels, followed by a comprehensive performance review of CPSEs. Ministries of Heavy Industries and Steel have been directed to submit turnaround plans, while performance concerns include BHEL’s human resource policies and SAIL’s financial parameters, including turnover and net worth benchmarks.

Shrimp Export Safety Alert: CDSCO Tightens Enforcement on Banned Antibiotics

New Delhi: The Central Drugs Standard Control Organisation (CDSCO) directed state authorities to intensify inspections of veterinary medical shops and submit enforcement reports after Indian shrimp exports recorded a 43% rejection rate in the US, European Union and Japan due to detection of banned antibiotics. The action followed a warning from the Marine Products Export Development Authority (MPEDA) regarding continued presence of chloramphenicol and nitrofurans residues in shrimp consignments, despite a national ban imposed in March of the previous year. Contamination was traced to over 40 farms across four states, with Andhra Pradesh (74%), Odisha (13%), West Bengal (8.7%) and Gujarat (4.3%) identified as affected regions. CDSCO instructed states to provide details on implementation of the ban, inspection numbers at veterinary shops, and punitive actions against violators. The regulator reiterated that both drugs are prohibited in food-producing animals due to health risks, including aplastic anaemia linked to chloramphenicol and carcinogenic potential associated with nitrofurans, and noted that the Drugs and Cosmetics Act, 1940 and Rules, 1945 will apply for enforcement and prosecution.

Foreign Investors Tax Exemption on Government Securities

New Delhi: The Government and the Reserve Bank of India (RBI) introduced coordinated measures to attract long-term foreign capital and stabilise external accounts by addressing an estimated $40–50 billion balance of payments (BoP) gap. Through a new ordinance, the government exempted Foreign Portfolio Investors (FPIs), overseas investors and the Bank for International Settlements (BIS) from capital gains tax on interest and trading gains from government securities, with retrospective effect from April 1, replacing earlier tax rates of 30% on short-term capital gains and 12.5% on long-term gains. The Finance Ministry announced that new 15-year, 30-year and 40-year government bonds will be included under the fully accessible route, while restrictions on short-term foreign investment limits, concentration limits and individual bond purchase limits were removed. The RBI introduced liquidity-support measures including discounted forex swaps, statutory exemptions for banks on NRI deposits, expansion of non-resident equity investment limits and extension of export realisation period to nine months. FII Outflows in Emerging Markets 2026: India and South Korea Lead Equity Sell-off

In 2026, Foreign Institutional Investors (FIIs) recorded significant net equity outflows from emerging markets, with South Korea and India among the most affected. South Korea registered the largest withdrawal with $32.6 billion QTD (April–June) and $69.6 billion YTD, while India saw $11.4 billion QTD and $27.2 billion YTD equity outflows. In contrast, Taiwan recorded net equity inflows of $19.6 billion QTD, though its YTD inflow was $650 million. Other markets including Indonesia ($3.29 billion outflow YTD), Vietnam ($2.44 billion outflow), Malaysia, the Philippines, Sri Lanka and Qatar also witnessed capital exit. South Korea’s benchmark index KOSPI saw its P/E ratio rise from 11.45 (end-2024) to 21.07 (29 May 2026), reflecting valuation changes linked to profit-booking. Market analysis noted that equity outflows were influenced by global monetary tightening and profit-booking, while capital continued to flow into select emerging market debt instruments.

At the same time, emerging market debt markets showed resilience with selective inflows. India recorded $120.9 million QTD and $1.21 billion YTD net inflows in debt, while South Korea attracted $13.6 billion QTD and $30.7 billion YTD in bond inflows. Policy measures, including reduction of withholding tax on foreign debt investments and removal of capital gains tax for FIIs in government securities, were introduced to attract capital and stabilise currency markets. The divergence highlights a shift in foreign investor preference from equities to fixed-income assets amid global uncertainty.
