Manivasan Appointed as Tamil Nadu Home Secretary

Election Commission of India (ECI) directed the Tamil Nadu Government to appoint 1993-batch IAS officer K. Manivasan as the State Home Secretary, replacing Additional Chief Secretary Dheeraj Kumar, who was holding the post earlier. The decision was taken following a review of arrangements for the Tamil Nadu Legislative Assembly Elections scheduled on April 23, 2026. As part of ensuring a free and fair election process, the ECI had also initiated changes in key administrative positions including the Chief Secretary, Director General of Police (DGP), and Chennai City Police Commissioner, and instructed that the officer previously holding the Home Secretary post should not be assigned any election-related duties. In a related development, the ECI modified its earlier April 8, 2026 order regarding IPS officer Sandeep Mittal, directing his appointment as the Director General of Tamil Nadu Armed Police, a post earlier held by DGP-rank officer Davidson Devasirvatham, and the corresponding government order was issued by Dheeraj Kumar.

Kanchipuram Election Awareness: Chatbot Facility Launched

In view of the Tamil Nadu Legislative Assembly Elections 2026, Kanchipuram District Collector and District Election Officer T. Sineka launched a special ‘Chatbot’ facility to promote 100% voter turnout, particularly targeting first-time voters. The initiative was introduced at Meenakshi Amman Arts and Science College in the Uthiramerur Assembly Constituency of Kanchipuram district. The chatbot was designed to help young voters understand the voting procedures easily, and an awareness banner related to the initiative was also released. As part of the election awareness programme, a model polling station was set up to demonstrate the voting process. The event was attended by District Revenue Officer P. Murugesan and District Rural Development Agency Project Director K. Arthi.

UN Report on Widening Gap Between Developed and Poor Nations

A report by the United Nations (UN) highlighted that the economic gap between developed and poor nations is increasing. The UN, along with institutions such as the World Bank and the International Monetary Fund (IMF), has been working to reduce global economic disparities and has set a target to achieve global development by 2030. The report stated that 25 developed countries have reduced financial assistance to poorer nations, with a 23% decline in aid in 2025 compared to 2024, and noted that the United States alone reduced its funding by 59%. It further indicated a possible additional 5.8% reduction in aid in 2026. The report also observed that additional tariffs imposed by US President Donald Trump have adversely impacted developing economies and emphasized the need to increase investments in developing countries and implement reforms in global financial institutions such as the World Bank and IMF.

Chambal River Flow Decline: Dolphin Migration Towards Yamuna

A report by the Wildlife Institute of India (WII) titled “Ecological Assessment of the Chambal River: Status of Major Aquatic Fauna and Flow Requirements” was submitted on March 21, 2026 to the Standing Committee of the National Board for Wildlife (NBWL) under the Ministry of Environment, Forest and Climate Change (MoEFCC), highlighting that reduced water flow in the Chambal River has led to dolphins migrating downstream towards the Yamuna River confluence. The decline in water flow is attributed to increased water usage from tributaries and regulation by dams such as Gandhi Sagar Dam, Rana Pratap Sagar Dam, Jawahar Sagar Dam, and Kota Barrage. Data analysis shows that lean season flow reduced from 75 cumec in 1990 to 25 cumec in 2022, affecting aquatic species such as dolphins, gharials, mugger crocodiles, skimmers, and terns. The report states that dolphins require a minimum depth of 3 metres, with flow requirements of 368.46 m³/s for 3 m depth and 848.79 m³/s for 5 m depth.

Foreign Observers in Kerala, Assam, and Puducherry Elections

Election Commission of India (ECI) stated that 38 representatives from 22 countries observed the Legislative Assembly elections held in Kerala (140 constituencies), Assam (126 constituencies), and Puducherry (30 constituencies), which were conducted in a single phase on April 6, 2026. The voter turnout recorded was 78.27% in Kerala (higher than the previous 74%), 85.96% in Assam, and 89.87% in Puducherry. The representatives, including those from Portugal, Georgia, and Mexico, visited these states on April 8 and 9, 2026, and observed election processes such as the movement of polling personnel, polling stations, mock polls, and control rooms established for 100% webcasting/online monitoring under the supervision of the Chief Electoral Officer. The ECI highlighted that polling stations managed entirely by women and persons with disabilities were also part of the election process.

India’s Domestic LPG Production Rises to 60%

According to information released in April 2026, India’s domestic LPG production increased from 40% to 60% within a month, as stated by Sujata Sharma, Joint Secretary, Union Ministry of Petroleum. The increase was supported by sufficient crude oil reserves and full-capacity operations of refineries. As per data for 2025–26, India’s annual LPG consumption stood at 3.3 crore tonnes. Following the West Asian conflict on February 28, 2026, LPG consumption declined from 30 lakh tonnes in January and 28 lakh tonnes in February to 23.79 lakh tonnes in March, marking a 26.6% decline. Prior to the conflict, India met about 60% of its LPG demand through imports, mainly from Qatar, along with imports from Australia and the USA. Disruptions in imports due to the blockade of the Strait of Hormuz by Iran led to reduced supplies, after which the Union Government ensured 100% LPG supply to over 33.2 crore households and directed refineries to increase production.

Swadesh Darshan 2.0: Majority of Projects in Early Stage

The Swadesh Darshan 2.0 (SD 2.0) scheme, a flagship tourism initiative of the Government of India aimed at developing sustainable and responsible tourism destinations, has shown slow progress, with over 84% of projects remaining below 25% physical completion even after three years. According to a recent submission by the Ministry of Tourism to a Parliamentary Standing Committee, out of 91 projects, only one project has crossed 75% completion, four projects are between 50–75%, nine projects are in the 25–30% range, and 77 projects are below 25% completion. The delay has been attributed to poor coordination between the Centre and States, and to improve monitoring, the ministry has introduced a Project Management Information System (PMIS) and directed States and Union Territories to upload time-stamped photographs of project stages. Under the scheme, 53 projects have been sanctioned ₹2,208.31 crore, while 38 projects worth ₹697.94 crore have been approved under the Challenge Based Destination Development (CBDD) sub-scheme across themes such as spiritual tourism, culture and heritage, vibrant villages, eco-tourism, and Amrit Dharohar.

QNu Labs Achieves 8,000 Secure Bits Per Second in QKD

QNu Labs, a global company in quantum cybersecurity solutions, in collaboration with VIAVI Solutions, announced the results of a research study demonstrating the performance of its Quantum Key Distribution (QKD) platform ARMOS. The study used VIAVI’s MAP-300 platform to evaluate real-world deployment readiness and performance. The ARMOS platform achieved secure key generation rates of up to 8,000 secure bits per second over typical metropolitan distances, enabling real-time encryption for high-value data flows. The system also maintained its performance over distances of up to 200 km.

UPI @ 10: Growth of India’s Digital Payment Backbone

After a decade of its launch, the Unified Payments Interface (UPI) has evolved into the backbone of India’s digital economy, showing rapid growth in scale and usage. According to Tracxn data, UPI transactions increased from 17.86 million worth ₹6,952 crore in FY2017 to about 218.98 billion transactions worth ₹285 lakh crore in FY2026. The monthly transaction value has risen from ₹21 lakh crore in FY2020 to nearly ₹30 lakh crore. The platform currently serves around 400 million active users, with about 250 million daily users and 450 million monthly users, and also supports recurring payments with nearly 100 million autopay mandates and 500 million monthly autopay debits. UPI is further evolving into a full-stack financial ecosystem, enabling access to formal credit and expanding financial inclusion.

Gujarat Police has launched NARIT AI (Narcotics Analysis and RAG-based Investigation Tool), becoming the first law enforcement agency in India to use advanced AI technology for handling cases under the NDPS Act, 1985. The system is based on Retrieval Augmented Generation (RAG) and relies on pre-trained legal databases instead of open internet sources to ensure accuracy. Developed by the Western Railway Police, Vadodara in collaboration with a Mumbai-based AI startup, the initiative was conceptualized by K.L.N. Rao and supported by Gujarat Minister Harsh Sanghvi. The tool analyzes FIR data, generates structured investigation reports, identifies strengths and weaknesses of cases, and suggests legal actions based on High Court and Supreme Court judgments and provisions of BNS, BNSS, and BSA, thereby strengthening investigation under the NDPS framework.

Indian Navy Commanders’ Conference 2026 in New Delhi

The Indian Navy Commanders’ Conference 2026, a biannual high-level forum, will be held from April 14 to April 16, 2026 at Nausena Bhawan, New Delhi to review operational readiness, capability development, and maritime security strategy. The conference gains significance in the context of West Asia conflict, presence of Multi-National Forces (MNFs) in the Indian Ocean Region, and India’s energy security preparedness. It will also review outcomes of Operation Sindoor (Op Sindoor), focusing on inter-services coordination and technology-driven response mechanisms. The event will include participation of the Chief of Defence Staff (CDS) and the Union Home Secretary, along with senior naval leadership. Discussions will cover uncrewed systems, training, human resource management, combat readiness, and implementation of Artificial Intelligence (AI) and data-driven technologies. The leadership will also assess preparedness based on the Indian Maritime Doctrine (IMD) and promote the Government’s MAHASAGAR (Security and Growth for All in the Region) vision, aiming to position the Indian Navy as a Preferred Security Partner in the Indian Ocean and Indo-Pacific region.

Asian Senior Wrestling Championship 2026: Gold for Sujeet and Abhimanyu

At the Asian Senior Wrestling Championships held in Bishkek, India’s Sujeet Kalkal and Abhimanyu Mandal won gold medals in the men’s freestyle category. In the 70 kg category, Abhimanyu Mandal defeated Mongolia’s Tulga Ochir, a two-time World Cup medalist, with a score of 5-3 to secure the gold medal. In the 65 kg category, Sujeet Kalkal defeated Uzbekistan’s Jalolov with a score of 8-1 to win the gold medal.

At the Little Andaman Pro 2026 National Surfing Competition, organized by the Surfing Federation of India in association with the Andaman Tourism Department, Shekhar Pachai (Tamil Nadu) won the gold medal in the men’s Stand-Up Paddling event by completing the 2 km race in 10:05:02, while Aarthi won the gold medal in the women’s category with a time of 13:53:20. In the men’s category, D. Rajesh secured silver and Dinesh Selvamani won bronze, while in the women’s category, Vijayalakshmi Irulappan won silver and Nishi secured bronze.

Asian Badminton Championship 2026

At the Asian Badminton Championship held in Ningbo, China, India’s Ayush Shetty (World Rank 25) qualified for the men’s singles final by defeating World No. 1 Kunlavut Vitidsarn of Thailand with a score of 10-21, 21-19, 21-17 in the semi-final. Kunlavut Vitidsarn is a 2023 World Champion and a Paris Olympics silver medalist. With this achievement, Ayush Shetty became the second Indian after Dinesh Khanna (1965) to reach the final of the Asian Badminton Championship.

Artemis-2 Mission: NASA Crew Returns to Earth

NASA Artemis-2 mission crew successfully returned to Earth after completing a historic lunar mission, marking the first such human mission toward the Moon after nearly 50 years . The spacecraft was launched from the Kennedy Space Center, Cape Canaveral (Florida, USA) and landed in the Pacific Ocean near San Diego, California. The crew consisted of Reid Wiseman (Commander), Victor Glover (Pilot), Christina Koch, and Jeremy Hansen (Canada). During the 10-day mission, the astronauts traveled about 4,06,771 km, setting a record for the farthest distance traveled by humans in space, and conducted studies of the far side of the Moon. The mission was part of NASA’s plan to land humans on the Moon by 2028, followed by the Artemis-3 mission and a plan to establish a permanent lunar base by 2030.

Djibouti Presidential Election 2026: Guelleh Wins Sixth Term

East African country Djibouti, incumbent President Ismail Omar Guelleh won the presidential election with 97.8% of the votes, securing his sixth term and continuing his rule of 27 years since 1999. The election saw participation of only one independent candidate, Mohamed Farrah Samatar, as major opposition parties have been boycotting elections since 2016. A constitutional amendment passed in October 2025 by the Djibouti Parliament removed the 75-year age limit for presidential candidates, enabling Guelleh to contest again. Djibouti holds strategic importance as it is located at the junction of the Red Sea and Gulf of Aden, and hosts military bases of countries such as the United States, China, France, and Japan.

Equity Mutual Fund Inflows March 2026

On April 11, 2026, it was reported that equity-oriented mutual fund schemes in India attracted investments of ₹40,450 crore in March 2026, marking a 56% increase compared to February 2026 and the highest monthly inflow since July 2025. Despite this growth, the overall mutual fund industry witnessed an outflow of ₹2.4 lakh crore, mainly due to ₹2.95 lakh crore outflows from debt-oriented schemes. Consequently, the total Assets Under Management (AUM) declined to ₹73.73 lakh crore by the end of March. Among categories, Flexi Cap schemes received the highest inflows of over ₹10,000 crore, followed by investments in mid-cap and small-cap schemes, while Gold ETFs attracted ₹2,266 crore. The Systematic Investment Plan (SIP) recorded a new high with inflows of ₹32,087 crore in March 2026, compared to ₹29,845 crore in February 2026.

India’s Forex Reserves Rise to $697.121 Billion

The data released by the Reserve Bank of India (RBI) showed that India’s foreign exchange reserves increased by $9.063 billion to reach $697.121 billion (₹69,712.1 crore) for the week ending April 3, 2026. Earlier, the reserves had touched an all-time high of $728.494 billion in the week ending February 27, 2026, before declining due to Middle East conflict, and have now returned to a growth trend. During the reporting week, Foreign Currency Assets (FCA) increased by $1.784 billion to $552.856 billion, while gold reserves rose by $7.221 billion to $120.742 billion. Special Drawing Rights (SDRs) increased by $0.058 billion to $18.707 billion, and India’s reserve position in the International Monetary Fund (IMF) remained unchanged at $4.816 billion.

GitHub Developers in India Reach 27 Million

According to recent data from GitHub, the number of developers in India has reached 27 million (2.7 crore), with projections estimating it could rise to 57.5 million by 2030 as part of GitHub’s long-term global target of 1 billion developers by 2030. India has emerged as the largest open-source contributor base in the world and the second-largest contributor overall, including in open-source AI, where Indian developers have made over 7.5 million contributions. The report also highlights the global adoption of Indian-origin open-source projects such as Hyperswitch (payments), ERPNext (enterprise software), ToolJet (low-code development), and Bruno (API testing).

Vibhor Jain Appointed MD & CEO of ONDC

The Open Network for Digital Commerce (ONDC) has appointed Vibhor Jain as its Managing Director (MD) and Chief Executive Officer (CEO) as the platform expands its operations across India. He had been serving as the acting CEO for the past one year following the exit of Thampy Koshy, and his appointment has now been formalized. Earlier, Vibhor Jain served as the Chief Operating Officer (COO) and played a key role in shaping ONDC’s strategy and operations. The leadership transition aims to ensure continuity in management, strengthen the operational framework, and accelerate the open network-based digital commerce model in India.
