The High Court of

Madras has issued a set of 19 guidelines to the Government for an effective deal of the problem of scavengers engaged in manual scavenging.

These guidelines include mechanisms to ensure mechanisation of cleaning of underground sewers, septic tanks, and storm water drains. The court recommended registration of a First Information Report (FIR) against not only the contractors but also the head of the civic body (commissioners of corporations, municipalities, and panchayat unions) in case of death of workers as part of the sanitisation drive.
