NCERT Class 9 Textbook Includes Chapter on Sengol
The National Council of Educational Research and Training (NCERT) has included a chapter on the Sengol and its historical connection with the Chola dynasty in the Class 9 Social Science textbook, “Exploring Society: India and Beyond – Part 2.” The textbook describes the Sengol as a cultural symbol of good governance and states that it was installed in the new Parliament building in 2023. It also records the tradition of using the Sengol as a symbol of righteous rule during the Chola dynasty more than 1,000 years ago, and its association with the transfer of power at the time of India’s Independence in 1947, stating that Jawaharlal Nehru, the first Prime Minister of India, received the Sengol from saint-monks of Tamil Nadu’s Aadheenams at midnight on 15 August 1947. The textbook was released approximately six months after the beginning of the new academic year.

Union Minister Ashwini Vaishnaw announced the Cabinet decision.
Local Self-Government and Gram Sabha
The Chola administration is noted for its advanced system of ancient local self-government, with the Uthiramerur inscriptions documenting the Kudavolai system for selecting village administrative committees, while Kautilya’s Arthashastra discusses administrative decentralization. During British rule, Lord Ripon introduced the system of elected members in local bodies in 1882 and is known as the Father of Modern Local Self-Government in India. In independent India, Article 40 of the Directive Principles of State Policy directs State Governments to establish Village Panchayats. The Balwant Rai Mehta Committee (1957) recommended a three-tier Panchayati Raj system, which was first implemented in Rajasthan in 1959, while the Ashok Mehta Committee (1977) recommended constitutional recognition for local bodies. The 73rd and 74th Constitutional Amendment Acts, 1992 provided constitutional status to rural and urban local bodies; the rural three-tier system comprises the Village Panchayat, Panchayat Union (Block level), and District Panchayat. Article 243A provides for the Gram Sabha, comprising all registered voters of a Village Panchayat, while Article 243G provides for the devolution of powers and responsibilities to Panchayats. In Tamil Nadu, the rural local-government system functions under the Tamil Nadu Panchayats Act, 1994 and its rules. Gram Sabha meetings in Tamil Nadu are held on October 2, the birth anniversary of Mahatma Gandhi, and the Village Panchayat President is responsible for convening them. The Gram Sabha performs functions including selection of beneficiaries, review of the local impact of development programmes, and social audit of projects implemented by local bodies.

Supreme Court Raises Concern Over Drug Price Disparities
The Supreme Court of India has highlighted large disparities between the Price to Retailer (PTR) and Maximum Retail Price (MRP) of certain medicines, including anti-cancer drugs, with differences reported to reach 1,000% in some cases. The issue is linked to a gap in the Drugs (Prices Control) Order, 2013, which regulates the ceiling price of scheduled medicines but does not specifically cap the markup in transactions between pharmaceutical manufacturers and hospitals. The National Pharmaceutical Pricing Authority (NPPA) conducted a 2019 pilot exercise in which trade margins for 42 non-scheduled anti-cancer medicines were capped at 30%; subsequently, the Department of Pharmaceuticals reported that prices of 526 brands fell by up to 91%. The Court also considered the issue of regulating markups across medicines, while the matter involves the relationship between drug pricing, hospital procurement and patient costs.
