AFSPA Extended in Manipur, Nagaland and Arunachal Pradesh
The Union Ministry of Home Affairs (MHA) has extended the Armed Forces (Special Powers) Act, 1958 (AFSPA) in parts of Manipur, Nagaland and Arunachal Pradesh for six months from October 1, 2026. In Manipur, the entire State has been declared a “disturbed area”, except the jurisdictions of 13 police stations in five Valley districts. In Nagaland, AFSPA will continue in nine districts and areas under 21 police stations in five other districts. In Arunachal Pradesh, it has been extended in Tirap, Changlang and Longding districts and areas under Namsai, Mahadevpur and Chowkham police stations in Namsai district. The AFSPA was enacted in 1958 to provide special powers to the armed forces in areas declared as “disturbed” because of insurgency or serious internal security problems. Under Section 3, both the Central and State Governments can declare an area as disturbed. The Act empowers armed forces, subject to its provisions, to use force, including lethal force, arrest without warrant, and enter and search premises without warrant. It also provides legal protection to personnel, as prosecution or other legal proceedings for acts done under the Act require the prior sanction of the Central Government. The Act first came into effect to address the uprising in the Naga Hills, followed by the insurgency in Assam. In Manipur, AFSPA was withdrawn from the Imphal municipal area in 2004, and between April 1, 2022 and April 1, 2023, it was withdrawn from all police station areas in the Manipur Valley. Following the security situation in 2023, the MHA reimposed AFSPA on November 14, 2024 in the jurisdictions of six police stations across five districts. On November 15, 2024, the Manipur Cabinet, led by then Chief Minister N. Biren Singh, recommended that the Centre review and withdraw the notification. AFSPA was removed from Tripura in 2015, while it was withdrawn from Meghalaya from April 1, 2018, after being in force there for 27 years. Jammu and Kashmir has a separate Jammu and Kashmir Armed Forces (Special Powers) Act, 1990.
Ujjain Shahi Masjid Supports Road Widening Project
An Islamic group associated with the Shahi Masjid in Ujjain, Madhya Pradesh, has supported the ongoing road widening project near the mosque and agreed to voluntarily remove encroached portions of the structure following discussions with Ujjain district officials. Earlier, a protest involving stone-pelting was held against the proposed demolition, following which 15 people were arrested and cases were registered against 7 individuals. For the 900-metre road expansion, the district administration had initially proposed removal of a 9.5-foot portion of the Shahi Masjid, but after negotiations, it stated that removal of a 3-foot portion would be sufficient, following which the Islamic side agreed to cooperate. Two petitions filed before the Madhya Pradesh High Court opposing the mosque demolition were dismissed following the agreement. During the court proceedings, the Ujjain Municipal Corporation informed the court that more than 80 Hindu places of worship had already been removed for the road widening project and that a total of 272 structures, including religious structures, are proposed to be removed for the expansion work.
