Chinese President to Visit India After Seven Years
Chinese President Xi Jinping is scheduled to visit India after seven years. Border tensions that began in April 2020, followed by the Galwan Valley clash in June 2020, resulted in a four-year slowdown in India-China bilateral relations. Following the meeting between Prime Minister Narendra Modi and President Xi Jinping on the sidelines of the BRICS Summit in Kazan in October 2024, bilateral relations began a gradual normalisation. The two leaders last met at the SCO Summit in Tianjin, China, in August 2025, where they noted progress in bilateral relations and reaffirmed that India and China are development partners and that differences should not become disputes. Hu Shisheng, Director of the South Asia Institute, China Institutes of Contemporary International Relations, Beijing, described the current situation as strategic risk management. Structural differences between India and China continue, while efforts are being made to maintain a peaceful border, restore practical cooperation and expand coordination through BRICS and the Global South.
Wars and Global Crises May Dominate BRICS Summit
The 18th BRICS Summit is scheduled to be held in New Delhi on September 12–13, 2026. Russian President Vladimir Putin is expected to visit India and hold a bilateral meeting with Prime Minister Narendra Modi to discuss defence and related issues. The summit is expected to discuss global crises linked to wars in West Asia and Ukraine, particularly disruptions in energy and agricultural supply chains. Major leaders attending include Chinese President Xi Jinping, Egyptian President Abdel Fattah El-Sisi, Ethiopian Prime Minister Abiy Ahmed Ali, and Indonesian President Prabowo Subianto, along with UN Secretary-General António Guterres. Iranian President Masoud Pezeshkian is scheduled to visit India for the first time after assuming office following the death of President Ebrahim Raisi in 2024. Pezeshkian had earlier met Prime Minister Narendra Modi on August 31, 2026, on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit in Bishkek, Kyrgyz Republic. UAE is represented by Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi; Gulf Cooperation Council (GCC) by Abdullatif bin Rashid Al Zayani, Foreign Minister of Bahrain; South Africa by President Cyril Ramaphosa; and Brazil by Foreign Minister Mauro Vieira.

Ladakh to Get Unique Elected Body under Article 371
Ladakh Chief Secretary Ashish Kundra stated that Ladakh will not be granted statehood or a Union Territory with a legislature; instead, a unique (sui generis) body will be created under Article 371 of the Constitution with legislative, executive and financial powers. The proposed body will have a structure different from existing models in the country, and its name is yet to be finalized. At a meeting held on September 9, 2026, with representatives of the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA), the proposed structure of the UT-level body under Article 371 was discussed, with consensus on direct election through constituencies. Members were given 8 to 9 questions to examine the relationship and distribution of powers between the existing hill councils and the proposed UT-level body, and the next round of discussions is expected in October 2026. The constitutional process for providing safeguards requires a detailed legal and parliamentary process, including consultation, broad political consensus and parliamentary consideration, and the framework will be developed through consultation with stakeholders.
NSCN-IM Accused of Creating New Fault Lines in Manipur
The ethnic violence in Manipur began on May 3, 2023 with clashes between the Meitei and Kuki communities and expanded from February 7, 2026 to include violence between sections of the Naga and Kuki communities. Seilen Haokip of the Kuki National Organisation (KNO), one of the two Kuki insurgent groupings under the Suspension of Operations (SoO) agreement with the Ministry of Home Affairs (MHA) and the Manipur government, alleged that efforts were being made to create confrontation between Naga and Kuki communities. The National Socialist Council of Nagaland (Isak-Muivah) [NSCN-IM], the largest Naga insurgent group, signed a ceasefire agreement with the Government of India in 1997 and a Framework Agreement in 2015 for a political solution to its demands. On September 2, 2025, the MHA and Manipur government extended the 2008 SoO agreement with the KNO and United People's Front (UPF) under revised terms and conditions, reaffirming the territorial integrity of Manipur and providing for the relocation of insurgent camps away from Meitei-dominated areas in valley districts. Aron Kipgen, spokesperson of the UPF, raised concerns regarding recent security operations by central forces and reiterated the demand for a separate administrative arrangement for Kuki-Zo communities.

18th BRICS Summit in New Delhi
The 18th BRICS Summit will be held in New Delhi on September 12–13, 2026, with India holding the chairship. BRICS comprises 11 countries—Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, United Arab Emirates, Saudi Arabia and Indonesia. Chinese President Xi Jinping is visiting India after 7 years to participate in the summit and hold bilateral talks with Prime Minister Narendra Modi, while Russian President Vladimir Putin is scheduled to visit New Delhi on September 11 for bilateral talks with the Prime Minister. The summit will discuss cooperation in food, energy, healthcare, global supply chains, trade, investment, connectivity and digital technology. Earlier, Indian National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi held talks in Beijing, reaching an 8-point consensus, including the need for an early resolution of border issues. The summit will begin on September 12 at 2:35 PM under the theme “Strengthening Multilateralism for Inclusive Global Governance”, followed by a gala dinner hosted by the Prime Minister, while the September 13 sessions will focus on resilience, innovation, sustainability and inclusive global growth, concluding with the Delhi Declaration. Under India’s BRICS chairship, more than 350 high-level meetings have been conducted across 25 cities since January 2026. BRICS countries account for 49.5% of the world’s population, 40% of global GDP and 26% of global trade. India is chairing BRICS for the fourth time, having previously chaired it in 2012, 2016 and 2021.

Plan to Send Indian Astronaut to the Moon by 2040
Prime Minister Narendra Modi addressed the International Space Summit being held in Paris, France, via video conference on Thursday. He highlighted the role of space technology in areas including climate, agriculture, oceans and communities and stressed the importance of cooperation over confrontation, sustainability over short-term gain, and inclusion over exclusion. India’s approach is guided by Vasudhaiva Kutumbakam (One Earth, One Family, One Future), and India supports a safe, stable and peaceful environment in space based on international law, dialogue and multilateral cooperation. ISRO has gained global recognition for its capabilities and cost-effective satellite launches, which support farmers, fishermen, weather forecasting, disaster management and ship navigation. So far, 430 satellites belonging to 34 countries have been launched using Indian rockets. Following the Chandrayaan-3 mission, which made India the first nation to land a spacecraft on the lunar South Pole, and Aditya-L1, which is studying the Sun, India is planning to establish the Bharatiya Antariksha Station (Indian Space Station) by 2035 and send an Indian astronaut to the Moon by 2040. The guiding principle is that the benefits of space research should serve all of humanity. France has been a trusted partner in Indian space research since the 1960s, and Prime Minister Modi invited France and other nations to participate in India’s next-generation space research.

Tamil Nadu Private Universities Amendment Bill, 2026
The Tamil Nadu Private Universities (Amendment) Bill, 2026 amends the Tamil Nadu Private Universities Act, 2019 to facilitate the establishment of new private universities with integrated educational facilities. The Bill was passed in the Tamil Nadu Legislative Assembly and reduces the minimum land requirement to 12 acres in Greater Chennai Corporation, 18 acres in other municipal corporations, and 25 acres in other parts of Tamil Nadu, while reducing the required endowment fund to ₹25 crore. The measure aims to attract world-class universities and support the recruitment needs of multinational companies in manufacturing and information technology services in Tamil Nadu. The Higher Education Department also plans to integrate internships, industrial visits and employment opportunities through a State-level conclave of college placement officers.
