BRICS Summit in New Delhi

BRICS Summit in New Delhi: The BRICS Summit will be held in New Delhi on September 12–13, 2026, with India holding the chairmanship. Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, United Arab Emirates, Saudi Arabia and Indonesia are members of BRICS, while Belarus, Bolivia, Kazakhstan, Cuba, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan and Vietnam are partner countries. BRICS countries account for 40% of global economic production and 26% of world trade. India has previously held the BRICS chairmanship three times. On September 12, the summit will begin at 2:35 PM in New Delhi with a consultation among BRICS leaders on “Strengthening Inclusive Global Governance and Multilateralism”, followed by events at the Bharat Innovation Exhibition and Bharat Mandapam. On September 13, the second-day session will include BRICS leaders, partner countries and special invitees, followed by a session on “Shaping a Sustainable and Inclusive Global Future through Innovation, Cooperation, and Resilience”. The summit will conclude with the release of the New Delhi Declaration. Key participants include Prime Minister Narendra Modi, Chinese President Xi Jinping, Russian President Vladimir Putin, Iranian President Masoud Pezeshkian, South African President Cyril Ramaphosa and Indonesian President Prabowo Subianto.

Arunachal Pradesh’s Role in National Unity

Vice President C.P. Radhakrishnan addressed the special session of the Arunachal Pradesh Legislative Assembly at Itanagar on September 9, 2026. Arunachal Pradesh has more than 79% forest cover and is the leading state in kiwi production in India. More than 1 lakh Soil Health Cards have been distributed to farmers in the state. The Ministry of Development of North Eastern Region (DoNER) was established during the tenure of former Prime Minister Atal Bihari Vajpayee, and ₹6,800 crore was allocated to the ministry in the Union Budget. Under Prime Minister Narendra Modi’s Act East Policy, the eight North-Eastern states are collectively described as Ashtalakshmi. Over the past 10 years, rural road connectivity in Arunachal Pradesh increased from 4,000 km to 14,000 km. The state has more than 800 improved schools, with school enrolment exceeding 1.7 lakh students. Around 1.5 lakh women benefit through 16,000 Self-Help Groups (SHGs), and more than 16,000 women have become Lakhpati Didis. Vice President C.P. Radhakrishnan arrived in Arunachal Pradesh on September 8, 2026, for a two-day visit and visited the Arunachal Pradesh Legislative Assembly Museum.

Allahabad High Court Quashes NSA Detention Order

The Allahabad High Court quashed the National Security Act (NSA) detention order issued by Gautam Buddha Nagar District Magistrate Medha Roopam against Akriti Chaudhary, a 25-year-old Delhi University law student, in connection with a workers’ protest in Noida in April 2026. A Division Bench headed by Justice Atul Sreedharan passed the order on September 2, 2026, allowing her habeas corpus petition and directing her immediate release unless required in another case. The court found discrepancies in the arrest notice and held that the District Magistrate had not properly applied her mind to the police report. Chaudhary had been arrested during a protest held from April 10 to 18, 2026, in which industrial and contractual workers demanded a salary hike and wage parity with neighbouring Haryana; the protest turned violent on April 13. The Uttar Pradesh Police subsequently invoked the NSA against her, alleging that she had instigated protesters to engage in stone-pelting and arson. The High Court also directed payment of ₹5 lakh compensation to Chaudhary and ordered recovery of the amount from the salaries of the District Magistrate and other responsible officials, including the Station House Officer (SHO) who prepared the initial report. Solicitor General Tushar Mehta indicated that the government may challenge the High Court’s ruling.

New Secretariat to be Constructed at Pattinapakkam for ₹1,200 Crore

The Tamil Nadu Government has issued a Government Order (G.O.) granting first-stage approval for the construction of a new Secretariat at Pattinapakkam, Chennai, at an estimated cost of ₹1,200 crore. The new Secretariat is planned to be constructed over 20 lakh square feet on a total area of 22 acres belonging to the Tamil Nadu Housing Board and the Revenue Department. Three locations were considered for the project: Housing Board land at Pattinapakkam, the Highways Research Institute at Guindy, and land opposite FinTech City at Nandambakkam. The Housing Board land on the access road from Santhome High Road at Pattinapakkam was selected for the project. The government has planned to constitute three separate committees, including an advisory committee with architectural experts and teams for building design and preparation of plans.

Meenakshi Bajaj’s Contributions to Nutrition and Diabetology in Chennai

Meenakshi Bajaj, a Dietician at Tamil Nadu Government Multi Super Speciality Hospital, has worked in the fields of nutrition and diabetology in Chennai. As a nutrition student, she studied the Noon Meal Scheme and nutrition textbooks by M.S. Swaminathan, and participated with him in the “Malnutrition Free Basket” initiative. She also studied the pioneering contributions of M. Viswanathan and Sam G. P. Moses to diabetology. Her first posting as a dietician in the Tamil Nadu Government service was at the Institute of Diabetology, Rajiv Gandhi Government General Hospital (RGGGH), Chennai, where she gained experience in nutrition, diabetes and medical nutrition therapy for diabetes. She also learned Tamil through the “Tamil Karpom” programme on Doordarshan and grew up watching “Oliyum Oliyum.”

ESA–ISRO Cooperation on Human Spaceflight and Venus Exploration

The European Space Agency (ESA) and the Indian Space Research Organisation (ISRO) are discussing cooperation in human spaceflight, lunar exploration, and the Venus Orbiter Mission (VOM) at the International Space Summit in Paris. ESA and ISRO have signed a Technical Implementing Plan (TIP) for Ground Tracking Support for the Gaganyaan missions, under which ESA will provide ground-station support for data flow, communication, monitoring and orbital operations. The Gaganyaan project aims to demonstrate India’s human spaceflight capability by sending a three-member crew to an orbit of 400 km for a three-day mission and safely returning them to Earth by landing in Indian sea waters. ESA and ISRO are also exploring cooperation in India’s Venus Orbiter Mission (VOM). India’s maiden Venus mission, costing ₹1,236 crore, has been approved, and it is planned to be launched using the Launch Vehicle Mark-3 (LVM-3) in March 2028. The mission is scheduled to depart Earth on March 29, 2028, and reach Venus on July 19, 2028, after a 112-day journey.

MHA Proposes New Chapter K Under Article 371 for Ladakh

The Union Ministry of Home Affairs (MHA) has proposed a new Chapter K under Article 371 of the Constitution of India for Ladakh, envisaging a directly elected Union Territory-level body with legislative powers over land, culture and language, forests, environment, natural resources, and other subjects reserved for the Union Territory under Article 240. Article 371 is part of Part XXI of the Constitution dealing with Temporary, Transitional and Special Provisions and currently covers special provisions for 12 States—Nagaland, Assam, Manipur, Mizoram, Maharashtra, Gujarat, Andhra Pradesh, Telangana, Arunachal Pradesh, Goa, Sikkim and Karnataka. Ladakh became a Union Territory without a Legislative Assembly in 2019 following the reorganisation of the erstwhile State of Jammu and Kashmir after the changes related to Article 370. Representatives of the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) participated in discussions with the MHA in New Delhi, where a sui-generis governance model under Article 371 was discussed. The proposed constitutional safeguards are intended to provide greater local legislative powers over key matters including land and natural resources.

₹20,804 Crore Railway Projects Approved in Tamil Nadu and 8 Other States

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, approved 8 multi-tracking railway projects worth ₹20,804 crore across 9 states. Of these, 5 projects worth ₹10,021 crore will be implemented in Tamil Nadu, Andhra Pradesh, Karnataka and Telangana. The projects include 3rd and 4th railway lines between Arakkonam and Renigunta (77 km), doubling between Hosur and Omalur (147 km), doubling between Salem, Karur and Dindigul (159 km), 3rd and 4th lines between Whitefield and Bangarapet (47 km), and multi-tracking between Secunderabad (Ghatkesar) and Kazipet (110 km). These projects will cover 17 districts in the four southern states and expand railway infrastructure by 540 km, benefiting 2,121 villages and about 52 lakh people. In the other five states—West Bengal, Jharkhand, Odisha, Madhya Pradesh and Chhattisgarh—3 multi-tracking projects worth ₹10,783 crore were approved, covering 656 km across 14 districts and benefiting 4,790 village areas and about 56 lakh people. The major routes include the 4th line between Kharagpur and Jharsuguda, the 4th line between Katni and Pendra Road, and the 3rd line between Bilaspur (Uslapur) and Pendra Road. All 8 projects are targeted for completion by 2029–30.

Tamil Nadu to Create Stem Cell Registry for Bone Marrow Transplantation

The Tamil Nadu Government will soon establish a Stem Cell/Bone Marrow Registry to facilitate bone marrow transplantation, particularly for children affected by leukaemia and aplastic anaemia. At present, 50 patients are on the waiting list for bone marrow transplantation. The registry will enable the public to register as donors at 36 Government Medical College Hospitals, with collected samples sent to the Institute of Child Health and Hospital for Children, Chennai, for testing. The Chief Minister’s Comprehensive Health Insurance Scheme fully covers bone marrow transplantation and post-transplantation expenses. The NalamAI WhatsApp chatbot for outpatient registration has been introduced in 22 districts; the outpatient appointment facility, initially launched as a pilot in the Department of Respiratory Medicine, Rajiv Gandhi Government General Hospital (RGGGH), Chennai, has now been expanded to all 32 departments of RGGGH. Various new facilities worth ₹15.73 crore, including Corporate Social Responsibility (CSR) contributions, were inaugurated at RGGGH.
