Special Commission to Identify Panchami Lands

Tamil Nadu Social Justice Minister Vanni Arasu announced in the Tamil Nadu Legislative Assembly that a special commission will be constituted to identify Panchami lands across the State. The Panchami land issue dates back to 1891, when the then Chengalpattu Collector initiated correspondence regarding the allocation of land, following which two Government Orders were issued to assign around 12 lakh acres of wasteland. Committees concerning Panchami lands were constituted in 1996 during the AIADMK government, during the tenure of former Chief Minister M. Karunanidhi, and again in 2015 during the tenure of former Chief Minister J. Jayalalithaa following a court judgment. According to information obtained under the Right to Information Act (RTI Act), only around 1.86 lakh acres remain out of the original 12 lakh acres of Panchami lands. The proposed special commission will identify the remaining Panchami lands and facilitate measures for their protection.

Byelections for Six Seats on October 6

The Election Commission of India (ECI) announced byelections for five Assembly constituencies in Tamil Nadu, Puducherry and West Bengal, and one Lok Sabha constituency in Assam, to be held on October 6, 2026. The last date for filing nominations is September 16, the counting of votes will take place on October 9, and the election process will be completed by October 11. In Tamil Nadu, byelections will be held in Madurantakam (SC) and Dharapuram (SC) Assembly constituencies following the resignations of Maragatham Kumaravel and P. Sathyabama. In Puducherry, the Thattanchavady Assembly constituency became vacant after Chief Minister N. Rangasamy retained the Mangalam constituency. In West Bengal, byelections will be conducted in Nandigram and Rejinagar constituencies, while the Nagaon Lok Sabha constituency in Assam became vacant following the resignation of Pradyut Bordoloi. The Model Code of Conduct came into immediate effect in the districts covering the constituencies where byelections have been announced.

Forest Fire Management and Environmental Protection Schemes

Tamil Nadu Forest Minister Ransith Kumar announced a five-year Forest Fire Management Scheme worth ₹60.58 crore to ensure year-round prevention and management of forest fires. The Forest Force Modernisation Scheme will be restructured at a cost of ₹100.72 crore, while 1,947 newly selected uniformed personnel will receive training at a cost of ₹12 crore. Tree forensics and research laboratory facilities at the State Forest Research Institute will be modernised at ₹5 crore, and a mobile wildlife forensic and disease diagnostic laboratory will be established in the southern districts at ₹1 crore. A genetic conservation and improvement project for palmyra trees will be implemented at ₹50 lakh. Five solar/electric-powered boats will be purchased for Pichavaram at a cost of ₹2 crore, and smart ID cards will be issued to 6,260 uniformed forest personnel at a cost of ₹1.50 crore. Environment and Climate Change Minister V. K. Rajiv announced the creation of a City Biodiversity Index across 24 municipal corporations at ₹2 crore, the conversion of 200 government and government-aided schools and 5 colleges annually into Blue-Green Campuses at ₹53.75 crore, and the establishment of Climate Resilience Centres in Coimbatore, Cuddalore, Perambalur, Virudhunagar and Villupuram districts at ₹6 crore. Additionally, five emergency response centres will be established at ₹5 crore, and sensor-based air quality monitoring stations at 80 locations will be set up at a cost of ₹8 crore.

Electric Vehicles for Tamil Nadu Environment Department

Electric Vehicles for Environment Department: Tamil Nadu Environment and Climate Change Minister V.K. Rajeev announced on September 7, 2026, that only electric vehicles would be purchased for the Tamil Nadu Environment Department in future. Tamil Nadu has 60,981 industries, and during the previous three months, approvals were granted to 335 new industries, while renewal orders were issued to 1,760 industries. Modern monitoring equipment and five vehicles will be provided to officials to monitor industries polluting water bodies. Tree saplings, including casuarina, will be planted across 1,005 hectares in Tamil Nadu. Measures to reduce building heat using cool roof paint have also been undertaken, including in schools. A mobile application involving volunteers for environmental protection will be launched, along with monthly cleanliness activities. A cloth bag scheme will be implemented at Koyambedu Market, Chennai, in association with women’s self-help groups, to reduce the use of plastic bags.

India’s BRICS Chairship and the 18th BRICS Summit

The 18th BRICS Summit is scheduled to be held in New Delhi on September 12–13, 2026, under India’s chairship. BRICS was formed to strengthen the role of Brazil, Russia, India, China and South Africa in global governance, financial and economic institutions. India hosted its first BRICS Summit in 2012 with the theme “Global Stability, Security and Prosperity”. The BRICS framework subsequently contributed to the establishment of the New Development Bank (NDB) and the development of cooperation mechanisms, including counter-terrorism initiatives. India’s current BRICS chairship is based on four pillars: Resilience, Innovation, Cooperation and Sustainability, along with a people-centric approach. BRICS currently has 11 full members following the inclusion of Egypt, Ethiopia, Iran, Saudi Arabia, the United Arab Emirates and Indonesia, and also has 10 partner countries. BRICS members have explored greater use of national currencies and the interconnection of cross-border payment systems. At the 2018 BRICS Summit in South Africa, Prime Minister Narendra Modi emphasised the concept of Reformed Multilateralism, which was subsequently reflected in the 2019 Brasilia Declaration.

Pakistan’s Claim for the Kohinoor Diamond

Pakistan Prime Minister Z. A. Bhutto formally requested the British Government to return the Kohinoor diamond, also known as the “Mountain of Light”, through a letter addressed to British Prime Minister James Callaghan. The Kohinoor is a historically significant diamond believed to be around 1,000 years old and has been in British possession since 1849, following the British annexation of Punjab. It subsequently became part of the Crown Jewels of Queen Victoria. The diamond is preserved in the Tower of London and was used as the central stone in the crown of the Queen Consort. It was last worn by the Queen Mother during the 1937 coronation of King George VI.

UN Map Depiction of Arunachal Pradesh and Aksai Chin

A new world map associated with the “Correct the Map” resolution, supported by India at the United Nations General Assembly (UNGA) on September 4, 2026, depicts Arunachal Pradesh and Aksai Chin between Indian and Chinese claim lines. The draft map was released by UN Geospatial on July 1, 2026, during consultations on the resolution. It marks parts of Arunachal Pradesh and Aksai Chin using Indian and Chinese claim lines, while Jammu and Kashmir is shown with a dotted line representing the approximate Line of Control (LoC) between India and Pakistan. Discussions on adopting the Equal Earth cartographic projection began in March 2026, following support from the African Union, and the UNGA consultations were initiated following efforts by Togo. The “Correct the Map” resolution was sponsored by Togo and supported by the African Union to promote equal-area cartographic representation. The Ministry of External Affairs (MEA) clarified that India supported the resolution based on the principle of equal-area cartographic representation and that the resolution does not endorse any specific depiction of national boundaries. MEA official spokesperson Randhir Jaiswal reiterated that Jammu and Kashmir and Ladakh are integral parts of India and that India’s sovereign territory must be depicted according to the country’s official map.

India–Bangladesh Talks on Resuming Rail Services

India and Bangladesh are scheduled to hold a two-day consultative meeting in Dhaka from September 8, 2026, to discuss the resumption of suspended cross-border rail services. The talks will focus on restarting the Maitree Express between Kolkata and Dhaka, the Bandhan Express between Kolkata and Khulna, and the Mitali Express between New Jalpaiguri and Dhaka. These services were suspended in early 2024 following political unrest in Bangladesh. Bangladesh is also expected to propose a new railway route between Kolkata and Rajshahi. If both countries reach a consensus, the three existing international rail services are expected to resume in the following month. The discussions form part of continued bilateral cooperation between India and Bangladesh in cross-border connectivity and railway transport.

Rajnath Singh’s Visit to Sri Lanka

Indian Defence Minister Rajnath Singh began a three-day official visit to Colombo, Sri Lanka, on September 8, 2026, marking the first visit by an Indian Defence Minister to Sri Lanka in 38 years since K.C. Pant’s visit in 1988. India–Sri Lanka defence cooperation includes the joint military exercises SLINEX (Navy) and Mitra Shakti (Army), while India supports Sri Lanka through patrol vessels, Dornier surveillance aircraft and radar systems and provides training opportunities for Sri Lankan military personnel at Indian defence institutions. Key areas of bilateral cooperation include the Trincomalee oil tank farm and Colombo Port West Terminal. The bilateral relationship is guided by India’s SAGAR (Security and Growth for All in the Region) and Neighbourhood First policies. The visit also covers the Tamil Nadu–Sri Lanka fishermen issue, with emphasis on coordination between the Indian and Sri Lankan Coast Guards.

Women’s Reservation and Political Leadership

Lok Sabha Speaker Om Birla stated that the proposed 33% reservation for women in the Lok Sabha and State Legislative Assemblies would strengthen women’s political leadership and representation. He inaugurated a two-day All-India Capacity Building Workshop on “Gender-Responsive Governance” at Faridabad, organised by the National Commission for Women (NCW). The workshop focused on strengthening the role of women representatives in policy-making, legislation and governance. Women legislators in Parliament, State Legislatures, Panchayats and Municipalities play an important role in ensuring that laws reflect grassroots realities. The National Commission for Women (NCW) is responsible for addressing issues concerning women and identifying emerging challenges related to their welfare and empowerment.

Supreme Court Sets Deadline for Aravalli Panel Report

The Supreme Court of India rejected a six-month extension sought by the high-powered committee appointed to define the Aravalli Hills and Range and directed it to submit its final report by November 30, 2026. The case will next be heard on December 2, 2026. The order was passed by a Bench comprising Chief Justice of India Surya Kant, Justice Joymalya Bagchi and Justice V. Mohana. The five-member committee is headed by Kanchan Devi, Director General of the Indian Council of Forestry Research and Education (ICFRE). The committee has been tasked with evolving a uniform definition for the ecologically fragile Aravalli Hills and Range and recommending measures to regulate future mining activities in the region. The Supreme Court also directed the committee to submit interim reports on urgent issues and consult all stakeholders, including tribal communities in Rajasthan and Gujarat, before finalising its recommendations.

National Film Awards Ceremony Shifted to Gujarat

The National Film Awards presentation ceremony has been shifted from New Delhi to Ekta Nagar (Kevadia), Gujarat, marking the first time in its 72-year history that the ceremony is being held outside Delhi. The National Film Awards ceremony had been conducted at Vigyan Bhawan, New Delhi, since 1954. Ekta Nagar is associated with Sardar Vallabhbhai Patel, India’s first Deputy Prime Minister and former Union Home Minister, and is home to the Statue of Unity, a 597-foot statue inaugurated by Prime Minister Narendra Modi in 2018. President Droupadi Murmu will present the awards at the ceremony scheduled on September 22. The film Article 370 has been announced as the Best Feature Film, while Mammootty and Kartik Aaryan have been named recipients of the Best Actor Award, and Yami Gautam has been announced as the recipient of the Best Actress Award. The Tamil film Captain Miller, directed by Arun Matheswaran, has received a Special Award for promoting national, social and environmental values, while actor Dhanush has received a Special Award for his performance in the film.

Kerala–Tamil Nadu Integrated Tourism Circuit

Kerala–Tamil Nadu Integrated Tourism Circuit: The Kerala and Tamil Nadu Governments are taking steps to create a Kerala–Tamil Nadu Integrated Tourism Circuit by connecting major tourist destinations in both states. The proposed circuit will include religious and heritage tourism routes connecting destinations such as Guruvayur and Kochi in Kerala with Madurai, Rameswaram, Kanyakumari and Thanjavur in Tamil Nadu. Discussions are also being held to prepare a joint festival calendar covering major festivals such as Onam, Thrissur Pooram and boat races in Kerala, and Pongal and Jallikattu in Tamil Nadu. The initiative aims to strengthen inter-state tourism cooperation and promote South India as an integrated tourism destination for domestic and international tourists. The initiative was announced by Tamil Nadu Tourism Minister S. Rajesh Kumar on September 7, 2026.
