Bhotekoshi River Flash Flood in Nepal
A high-altitude flash flood in the Bhotekoshi River affected Rasuwa, Nuwakot and Dhading districts of Nepal, causing more than 600 deaths and leaving nearly 2,500 people missing, including foreign nationals. Scientists from Nepal and China traced the origin of the event to the Langtang Lirung area near the Nepal–China border, where an ice avalanche, permafrost movement and rockslide contributed to the disaster and entered the Lhende Khola, a tributary connected to the Bhotekoshi and Trishuli river systems. Dr. Ranjan Kumar Dahal of Tribhuvan University classified the mass movement as a ‘Sturzstrom’, a high-velocity rock-and-ice avalanche that can transform into a debris flow due to meltwater generated by pressure and friction. The phenomenon was compared with the 2021 Chamoli disaster in Uttarakhand, India. The Nepal Army, Nepal Police and Armed Police Force, involving more than 15,000 personnel, were deployed for search and rescue operations under Prime Minister Balendra Shah. According to the International Federation of Red Cross and Red Crescent Societies, around 93,000 people were affected. The Rasuwagadhi border checkpoint, an important point for Nepal–China trade and the Kailash Mansarovar pilgrimage, was also affected. Although rising Himalayan temperatures and accelerated glacier melting are recognised as environmental factors, experts have not directly attributed the individual event solely to climate change.
India-China Agree to Establish Two Additional BPM Points
India and China have agreed to establish two additional Border Personnel Meeting (BPM) points along the Line of Actual Control (LAC), although their locations have not yet been officially announced. The agreement was reached during the 25th round of Special Representatives (SR) talks on the India-China Boundary Question, followed by an eight-point outcome document released on August 26, 2026. India’s National Security Adviser Ajit Doval and China’s Wang Yi, Member of the Political Bureau of the Communist Party of China Central Committee and Director of the Office of the Central Commission for Foreign Affairs, represented the two sides. At present, five BPM points are operational along the LAC: Daulat Beg Oldie and Chushul in Ladakh in the western sector, and Nathu La in Sikkim, Kibithu and Bum La in Arunachal Pradesh in the eastern sector. Kepang La in Upper Siang district of Arunachal Pradesh has been proposed as an additional meeting point, and local commanders of India and China have held meetings there. According to the 2019 Ministry of Defence, the BPM mechanism facilitates the resolution of local issues, promotes confidence among border personnel and contributes to maintaining peace and tranquillity along the LAC.
India, China Yet to Announce Meeting Sites
“A suggestion from the Chinese commanders to designate Kepang La as a BPM (Border Personnel Meeting) point was made last year. However, a final decision is yet to be taken,” said the source. Recently, a fact-finding committee constituted by the People’s Party of Arunachal (PPA) alleged Chinese intrusions in the Taksing area of Upper Subansiri district, describing them as “gradual, persistent and well-calculated,” while pointing to gaps in year-round Indian patrolling along the LAC (Line of Actual Control). While the Indo-Tibetan Border Police (ITBP) is the primary force responsible for guarding the India-China border, operational responsibilities in most disputed areas are determined by the Army. The committee, headed by former Minister and PPA Chief Adiker Kafha, visited Taksing on July 10 and interacted with residents of Taksing, Maza and Galemo, as well as Army personnel stationed in the region. In its report, the committee cited local accounts claiming that Shera-5 Point, an Indian patrolling point, has remained inaccessible to Indian troops since a confrontation between the Arunachal Scouts and the Chinese People’s Liberation Army (PLA) in 2023. According to the report, Indian troops withdrew from the point after the incident, while PLA personnel allegedly returned to dismantle signs of the Indian presence and subsequently prevented Indian patrols from accessing the area. The committee also said that Nanga Pahar, traditionally used by the Naga and Mara communities for hunting and yak rearing, has effectively become a restricted zone for residents, which it claimed has aided Chinese advances towards the Indian side.

Role of AI in Earthquake Forecasting
Earthquakes result from complex processes occurring deep underground, including the accumulation and release of stress in rocks and faults. Faults may rupture suddenly after long periods of stress accumulation, smaller ruptures may trigger larger ones, or stress may be released without producing an earthquake. Scientists therefore forecast earthquakes by estimating the probability of an earthquake occurring in a particular location over a period of several years based on fault history and behaviour, rather than predicting its exact time, location and magnitude. Earthquake early-warning systems are being developed to provide tens of seconds of advance warning before strong ground shaking begins. Artificial Intelligence (AI) can improve earthquake forecasting by analysing available data, but it cannot provide exact earthquake predictions because the data required for precise prediction is not available.
