Karnataka Leads Tax Revenue Growth; Gujarat Tops Capital Expenditure
Data released by the Comptroller and Auditor General of India (C&AG) shows that Karnataka recorded the highest growth rate in States’ tax revenue (excluding share of Union taxes) during April–November of FY 2025–26, followed by Maharashtra and Uttar Pradesh. In terms of capital expenditure (capex) growth, Gujarat ranked first, followed by Maharashtra and Karnataka, while Tamil Nadu and Uttar Pradesh recorded a decline in capex compared to the same period of the previous financial year. Although Uttar Pradesh spent the highest amount in absolute terms, it showed a year-on-year decline. The data indicates that SGST collections were affected after GST rate rationalisation effective from September 22, 2025, though State excise duty collections showed improvement. C&AG figures for the first eight months show fiscal deficit levels at about 16% of Budget Estimates for Maharashtra, 4% for Karnataka, 35% for Gujarat, and slightly over 5% for Uttar Pradesh, with Tamil Nadu data not mentioned. According to the Reserve Bank of India, States’ deficit indicators during April–October 2025 were lower than the previous year due to moderation in revenue expenditure growth. As per a PRS Legislative Research report, based on the 15th Finance Commission recommendation, the States’ fiscal deficit limit for 2025–26 is fixed at 3% of GSDP, with an additional 0.5% borrowing space for power sector reforms, and States have estimated an overall fiscal deficit of 3.2% of GSDP, excluding SASCI loans, at 2.8% of GSDP.
